TARIFF NOTIFICATION No. WESCO/COM/54

........In pursuance of the order dated 19th January, 2001 of the Orissa Electricity Regulatory Commission, in case no 17/2000, passed in exercise of the powers conferred under Sec 26 of the Orissa Electricity Reform Act, 1995 and in suppression of WESCO Notification dated 23rd January, 2001 and in accordance with subsisting contracts with consumers, WESCO do hereby notifies the tariff rates for retail supply to different categories of consumers of Electricity in the Licensed area of supply comprising of Electrical Circles of Burla, Bolangir and Rourkela in the State of Orissa as per the Schedule of charges appended hereto.

........The Electricity Duty levied by the Government of Orissa under the Orissa Electricity (Duty) Act 1961 and any other statutory levy/duty/tax/cess/toll imposed under any law from time to time shall be charged over and above the tariff payable by the consumers in accordance with the law.

........The rates and charges, as prescribed by this notification shall come into force with effect from the 1st February,2001 and all consumption of electricity made on or after 1st February, 2001 shall be charged accordingly, and until then, the rates prescribed in the earlier notification mentioned above shall continue to remain in force.

Schedule of Charges for Retail Supply

1. DOMESTIC AND DOMESTIC BULK SUPPLY :- This tariff shall be applicable for supply of power to residential premises for domestic purposes only and shall include consumers under Kutir Jyoti Programme. This shall also include supply to multistoried buildings or residential colonies receiving bulk power at single point for domestic purposes provided the connected load for non-domestic purposes does not exceed 10% of the total connected load. In case the non-domestic load exceeds 10% of the total connected load, they shall be treated as commercial or General purpose consumers.
i) DOMESTIC :-
The bill of a consumer would be calculated by summation of the charges mentioned below.
A) Monthly minimum fixed charges :- The monthly minimum fixed charges shall be the following :-
Rs. 20 per month for the first kW plus Rs. 10 per month for each additional kW or part thereof of contract demand.
B) Energy charges :- The monthly energy charges shall be at the following rates on the units consumed.

First 100 kWh per month Paise 140 per kWh.
Next 100 kWh per month Paise 230 per kWh.
Balance kWh per month Paise 320 per kWh.

C) Kutir Jyoti consumers :
i) Monthly Minimum Fixed Charge - Rs. 30 per month.
ii) Whenever Kutir Jyoti Consumers have got load in excess of a single point supply, all such consumers shall be metered and charged at normal domestic tariff.
D) Unmetered supply or defective meter : In case of unmetered supply or when the meter is defective the energy consumption shall be assessed and billed by using a load factor of 20 percent on the contract demand. For this purpose, the connected load of less than 0.5 kW shall be treated as 0.5 kW.
E) Rebate : Early payment rebate of Paise 10 per kWh shall be allowed if payment of the bill (excluding arrears and electricity duty) is made by the due date indicated in the bill or within a period of 7 (Seven) days from the date of receiving of the bill.
ii) DOMESTIC BULK SUPPLY :-
The bill of a consumer would be calculated by summation of the charges mentioned below.
A) Demand charges :- Rs 10 per month per kW or part thereof of contract demand.
B) Energy charges :- The monthly energy charges shall be Paise 230 per kWh on the units consumed.
C) Customer charge:- The monthly customer charge would be Rs 250 per consumer per month.
D) Unmetered supply or defective meter : In case of unmetered supply or when the meter is defective the energy consumption shall be assessed and billed by using a load factor of 20 percent on the contract demand.
E) Rebate :- Early payment rebate of Paise 10 per kWh shall be allowed if payment of the bill (excluding arrears and electricity duty) is made by the due date indicated in the bill or within a period of 7 (Seven) days from the date of receiving of the bill.
2. COMMERCIAL :-This tariff shall be applicable for supply of power at a single point at HT/LT to premises, which are used for office, business, commercial or other purposes not covered under any other category with a contract demand upto and excluding 110 KVA and where the non-domestic load exceeds 10 percent of the total connected load.
i) For supply at LT :The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Monthly minimum fixed charges: - Rs 30 per month for first kW of contract demand/ connected load plus Rs 20 per month for each additional Kw of contract demand/connected load or part thereof.
B) Energy charges :- The monthly energy charges shall be at the following rates on the units consumed.

i) First 100 kWh per month Paise 320 per kWh.
ii) Next 200 kWh per month Paise 410 per kWh.
iii) Balance kWh per month Paise 450 per kWh.

C) Unmetered supply or defective meter : In case of unmetered supply or when the meter is defective the energy consumption shall be assessed and billed by using a load factor of 30 percent on the contract demand. For this purpose, the connected load of less than 0.5 kW shall be treated as 0.5 kW.
D) Rebate : - Same as for Domestic.
ii) For supply at HT : Bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Demand charges : - The monthly demand charges shall be Rs 50 per kW of the contract Demand/connected load or part thereof.
B) Energy charges : - The monthly energy charges shall be Paise 300 per kWh on the units consumed.
C) Customer charge : - The monthly customer charge would be Rs 250 per consumer per month
D ) Rebate :- Same as for Domestic.
3. IRRIGATION PUMPING AND AGRICULTURE :- This tariff rate shall be applicable to supply of power, at HT and LT at a single point for pumping of water in lift irrigation, flow irrigation and for lifting of water exclusively for agricultural purposes from wells, nallas, streams, rivulets, rivers, ponds, dug wells.
i) For supply at LT : The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Monthly minimum fixed charges :- Rs 20 per month for first kW of contract demand/ connected load plus Rs 10 per month for each additional kW of contract demand/ connected load or part thereof.
B) Energy charges :- The monthly energy charges shall be Paise 110 per kWh on the units consumed.
C) Unmetered supply or defective meter :- In case of unmetered supply or when the meter is defective the energy consumption shall be assessed and billed by using a load factor of 8 percent on the contract demand from June to October and 15 percent on the contract demand from November to May.
D) Rebate:- Same as for Domestic.
ii) For supply at HT : The bill of a consumer would be calculated by summation of the charges below, as and where applicable.
A) Demand charges :- The monthly demand charges shall be Rs 30 per kW of contract demand/connected load or part thereof.
B) Energy charges : - The monthly energy charges shall be Paise 100 per kWh on the units consumed.
C) Unmetered supply or defective meter :- Same as i) (C) above.
D) Customer charge : The monthly customer charge would be Rs 250 per consumer per month.
E) Rebate : - Same as for Domestic.
4. STREET LIGHTING : - This tariff shall be applicable for consumption of power for street lighting by local authority or public body at a single point supplied at LT.
The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Monthly minimum fixed charges :- Rs 20 per month for first kW of contract demand/ connected load plus Rs 10 per month for each additional kW of contract demand/ connected load or part thereof.
B) Energy charges : - The monthly energy charges shall be Paise 320 per kWh on the units consumed.
C) Rebate : - Prompt payment Rebate at the rate of 1% (1percentage) of the amount of the monthly bill excluding arrears and electricity duty will be allowed for payment made within 48 hours of presentation of the bill.
D) Delayed payment surcharge :- The monthly charges as calculated above together with other charges and surcharges on account of delayed payments, If payment is not made within the due date, delayed payment surcharge shall be charged for every day delay at 2 (two) percent per month on the amount remaining unpaid (excluding arrears on account of delayed payment surcharge).
5. SMALL INDUSTRY :- This tariff rate shall be applicable to supply of power at a single point for industrial production purposes with contract demand/connected load upto but excluding 22KVA where power is generally utilised as a motive force and supplied at LT. The bill of a consumer would be calculated by summation of the charges mentioned below as and where applicable.
A) Monthly minimum fixed charges :- Rs 40 per month for first kW of contract demand/ connected load plus Rs 30 per month for each additional kW of contract demand/ connected load or part thereof.
B) Energy charges :- The monthly energy charges shall be Paise 320 per kWh on the units consumed.
C) Unmetered supply or defective meter :- In case of unmetered supply or when the meter is defective the energy consumption shall be assessed and billed by using a load factor of 15 percent on the contract demand.
D) Rebate : - Same as for Domestic.
6. MEDIUM INDUSTRY :- This tariff shall be applicable to supply of power at a single point for industrial production purposes with a contract demand/connected load of 22 KVA and above upto but excluding 110 KVA where power is generally utilised as a motive force.
i) For supply at LT : The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Monthly minimum fixed charges :- Rs 80 per month for first kW of contract demand/ connected load plus Rs 50 per month for each additional kW of contract demand/connected load or part thereof.
B) Energy charges : - The monthly energy charges shall be paise 320 per kWh on the units consumed.
C) Rebate :- Same as for Street Lighting.
D) Delayed payment surcharge :- Same as for Street Lighting.
ii) For supply at HT : The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Demand charges :- The monthly demand charges shall be Rs 50 per kW of contract demand/connectioned load or part thereof.
B) Energy charges :- The monthly energy charges shall be Paise 300 per kWh on the units consumed.
C) Customer charge : The monthly customer charge would be Rs 250 per consumer per month.
D) Rebate : - Same as for Street Lighting.
E) Delayed payment surcharge :- Same as for Street Lighting.
F) Penalty for overdrawal :- If the maximum demand recorded in a month exceeds the contract demand, a penalty at the rate for demand charges for the maximum demand in excess of contract demand shall be added.
7. PUBLIC WATER WORKS AND SEWERAGE PUMPING:- This tariff shall be applicable to supply of power for public water supply and sewerage, pumping installations, owned and operated by the state government, local bodies or their agencies, at a single point of supply.
i) For installation with contract demand of 110 KVA and above. The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable
A) Demand charges :- The monthly demand charges shall be at Rs 200/- per KVA of maximum demand or 80% of the contract demand which ever is higher.
B) Energy charges :- The monthly energy charges for all units consumed shall be at the following rates.

i) For supply at HT, paise 300 per Kwh.
ii) For supply at LT paise 320 per Kwh.

Power Factor Incentive :- Incentive for maintenance of higher power factor shall be at the rate of 0.5% for every 1% rise above 97% upto and including 100% on the monthly demand charges and energy charges.
C) Power factor penalty :- The monthly demand charges and the monthly energy charges. shall be increased in the following manner when the average power factor during a month falls below 90 percent.
i) By 0.5 percent for every 1 (one) percent fall below 90 percent upto and including 60 percent. plus
ii) 1 (one) percent for every 1 (one) percent fall below 60 percent upto and including 30 percent. plus
iii) 2 (two) percent for every 1 (one) percent fall below 30 percent.
E) Penalty for overdrawal :- If the maximum demand recorded in a month exceeds the contract demand, a penalty at the rate for demand charges for the maximum demand in excess of contract demand shall be added for supply at LT.
For supply at HT/ EHT:- The same as per Large Industry
F) Customer charge :- The monthly customer charge would be as follows:-
(i) For supply at HT, Rs 250 per consumer per month.
(ii) For supply at LT, Rs 30 per consumer per month.
G) Rebate :- Same as for Street Lighting.
H) Delayed payment surcharge :- Same as for Street Lighting.
ii) For installations with contract demand upto but not including 110KVA. The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Monthly minimum fixed charges :- Rs 80 per month for first kW of contract demand/ connected load plus Rs 50 per month for each additional kW of contract demand/ connected load or part thereof.
B) Energy charges :- The monthly energy charges shall be at the following rates on the units consumed.
(i) Paise 300 per kWh for supply at HT.
(ii) Paise 320 per kWh for supply at LT.
C) Rebate:- Same as for Street Lighting.
D) Delayed payment surcharge :- Same as for Street Lighting.
8. PUBLIC INSTITUTIONS:- This tariff shall be applicable for power supply at a single point at HT/EHT to educational institutions including hostels, government hospitals, government dispensaries, primary health centres, charitable dispensaries, religious institutions, dharamsala, electric crematoriums and non commercial sports organisations.
i) For supply at LT : The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Monthly minimum fixed charges :- Rs 80 per month for first kW of contract demand/ connected load plus Rs 50 per month for each additional kW of contract demand/connected load or part thereof.
B) Energy charges :- The monthly energy charges shall be paise 320 per kWh on the units consumed.
C) Rebate :- Same as for Street Lighting.
D) Delayed payment surcharge :- Same as for Street Lighting.
ii) For supply at HT : The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Demand charges :- The monthly demand charges shall be Rs 50 per kW of contract demand/connected load or part thereof.
B) Energy charges :- The monthly energy charges shall be Paise 300 per kWh on the units consumed.
C) Power Factor Incentive :- Incentive for maintenance of higher power factor shall be at the rate of 0.5% for every 1% rise above 97% upto and including 100% on the monthly demand charges and energy charges.
This provision will be applicable to consumers with contract demand of 110 KVA and above.
D) Power factor penalty :- The monthly demand charges and the monthly energy charges. shall be increased in the following manner when the average power factor during a month falls below 90 percent.
i) By 0.5 percent for every 1 (one) percent fall below 90 percent upto and including 60 percent. plus
ii) 1 (one) percent for every 1 (one) percent fall below 60 percent upto and including 30 percent. plus
iii) 2 (two) percent for every 1 (one) percent fall below 30 percent.
This provision will be applicable to consumers with contract demand of 110 KVA and above.
E) Customer charge: The monthly customer charge would be Rs 250 per consumer per month.
F) Rebate:- Same as for Street Lighting.
G) Delayed payment surcharge :- Same as for Street Lighting.
9. GENERAL PURPOSE SUPPLY:- This tariff shall be applicable for supply of power for all general purposes comprising a mixed load and with a contract demand of 110 KVA and above where the non-domestic load exceeds 10% of the total connected load.
The bill of a consumer would be calculated by summation of the charges mentioned below as and where applicable.
A) Demand charges :- The monthly demand charges shall be Rs 200/- per KVA of maximum demand or 80% of the contract demand which ever is higher.
B) Energy charges :- The monthly energy charges, for all units consumed, shall be at the following rates.
(i) For supply at LT : Paise 320 per kWh for all consumption.
(ii) For Supply at HT : Paise 300 per Kwh.
(iii) For supply at EHT :- Paise 290 per Kwh.
C) Incentive for Higher Consumption :
i) Incentive shall be available to those consumers who will not reduce their contract demand during the next three financial years
ii) For the purpose of determination of eligibility for incentive tariff percentage of consumption shall be with reference to contract demand or the maximum demand which ever is higher (e.g. CD or MD x PF x number of hours in a month)
iii) The ratio of the total number of units consumed during a given period to the total number of units that would have been consumed had the contract demand or the maximum demand whichever is higher was maintained through out the same period as indicated above, exceeds 50%, of the total consumption the consumer will be entitled to get the benefit of incentive.
iv) Different rates of Energy Charges in excess of the ratio mentioned above is shown below

  HT EHT
Consumption upto 50% 300 p/u 290 p/u
>50% = <60% 200 p/u 180 p/u
>60% 170 p/u 150 p/u

v) Demand Charges as applicable would be chargeable in addition to the above.
I) EHT Consumer
a) Consumption in a month calculated on the basis of the contract demand or maximum demand whichever is higher upto 50% shall be payable@290 paise /unit for consumers availing power at EHT.
b) In addition to the above all consumption in excess of 50% but upto and including 60% shall be payable @ 180paise/unit for consumers availing power at EHT.
c) When the consumption exceeds 60% in a month all such excess consumption shall be payable @ 150 paise/unit for consumers availing power at EHT in addition to the charges indicated at para b).
II) HT Consumers
a) Consumption upto 50% shall be payable @300 paise /unit for consumers availing power at HT.
b) In addition to the above all consumption in excess of 50% but upto and including 60% shall be payable @ 200 paise/unit for consumers availing power at HT.
c) When the consumption exceeds 60% in a month all such excess consumption shall be payable @ 170 paise/unit for consumers availing power at HT in addition to the charges indicated at para b)above.
D) Power Factor Incentive :- Incentive for maintenance of higher power factor shall be at the rate of 0.5% for every 1% rise above 97% upto and including 100% on the monthly demand charges and energy charges.
E) Power factor penalty :- The monthly demand charges and the monthly energy charges. shall be increased in the following manner when the average power factor during a month falls below 90 percent.
i) By 0.5 percent for every 1 (one) percent fall below 90 percent upto and including 60 percent. plus
ii) 1 (one) percent for every 1 (one) percent fall below 60 percent upto and including 30 percent. plus
iii) 2 (two) percent for every 1 (one) percent fall below 30 percent.
F) Penalty for overdrawal :- The penalty for overdrawal shall be as detailed below :-
i) For supply at EHT/HT the following shall apply:
a) During 0700 hours to 1000 hours and during 1800 hours to 2200 hours( together called the peak hours), if the maximum demand recorded in a month exceeds the contract demand, a penalty at the rate for demand charges for the maximum demand in excess of contract demand shall be added.
b) During 1000 hours to 1800 hours and during 2200 hours to 0700 hours (together called the off-peak hours) the following shall apply in addition to para a above:-
1. For maximum demand recorded during off peak hours in a month 120% of the contract demand, no penalty would be levied.
2. If the maximum demand recorded during off peak hours in a month is higher than 120% of the contract demand, then a penalty at the rate of demand charge on the differential of maximum demand recorded during off peak hours 120% of the contract demand charges shall be added.
ii) For supply at LT, if the maximum demand recorded in a month exceeds the contract demand, a penalty at the rate for demand charges for the maximum demand in excess of contract demand shall be added.
G) Customer charge:- The monthly customer charge would be as follows:
i) For supply at EHT, Rs 700 per consumer per month.
ii) For supply at HT, Rs 250 per consumer per month.
iii) For supply at LT, Rs 30 per consumer per month.
H) Rebate:- Same as for Street Lighting.
I) Delayed payment surcharge Same as for Street Lighting.
10. LARGE INDUSTRY:- This tariff shall be applicable for supply of power, at one point of supply, for industries with a contract demand of 110 KVA and above upto and substantially utilised as a motive force for industrial production. The bill of a consumer would be calculated by summation of the charges mentioned below, as and where applicable.
A) Demand charges: - The monthly demand charges shall be at Rs 200/- per KVA of recorded maximum demand or 80% of the contract demand which ever is higher.
B) Energy charges :- The monthly energy charges, for all units consumed except colony consumption , shall be at the following rates.
(i) For supply at LT : Paise 320 per kWh for all consumption.
(ii) For Supply at HT : Paise 300 per Kwh.
(iii) For supply at EHT :- Paise 290 per Kwh.
C) Incentive for Higher Consumption: Same as for General Purpose.
D) Colony consumption :- The units consumed for the colony shall be separately metered. Such energy consumption upto maximum of 10 percent of the total consumption shall be deducted from the main meter reading and billed at the flat rate of 230 Paise per kWh. Energy consumed in colony in excess of 10% of the total consumption shall be billed at energy charges specified in B) above.
E) Power Factor Incentive:- Incentive for maintenance of higher power factor shall be at the rate of 0.5% for every 1% rise above 97% upto and including 100% on the monthly demand charges and energy charges.
F) Power factor penalty :- The monthly demand charges and the monthly energy charges shall be increased in the following manner when the average power factor during a month falls below 90 percent.
i) By 0.5 percent for every 1 (one) percent fall below 90 percent upto and including 60 percent. plus
ii) 1 (one) percent for every 1 (one) percent fall below 60 percent upto and including 30 percent. plus
iii) 2 (two) percent for every 1 (one) percent fall below 30 percent.
G) Penalty for overdrawal :- The penalty for overdrawal shall be as detailed below :-
i) For supply at EHT/HT the following shall apply:
a) During 0700 hours to 1000 hours and during 1800 hours to 2200 hours( together called the peak hours), if the maximum demand recorded in a month exceeds the contract demand, a penalty at the rate for demand charges for the maximum demand in excess of contract demand shall be added.
b) During 1000 hours to 1800 hours and during 2200 hours to 0700 hours (together called the off-peak hours) the following shall apply in addition to para a above:-
1. For maximum demand recorded during off peak hours in a month 120% of the contract demand, no penalty would be levied.
2. If the maximum demand recorded during off peak hours in a month is higher than 120% of the contract demand, then a penalty at the rate of demand charge on the differential of maximum demand recorded during off peak hours 120% of the contract demand charges shall be added.
ii) For supply at LT, if the maximum demand recorded in a month exceeds the contract demand, a penalty at the rate for demand charges for the maximum demand in excess of contract demand shall be added.
H) Customer charge:- The monthly customer charge would be as follows:- (Not applicable for Colony Consumption)
i) For supply at EHT, Rs 700 per consumer per month.
ii) For supply at HT, Rs 250 per consumer per month.
iii) For supply at LT, Rs 30 per consumer per month.
I) Rebate :- Prompt payment Rebate at the rate of 1% ( one percentage) of the amount of the monthly bill excluding arrears and electricity duty will be allowed for payment made within 48 (Forty Eight) hours of presentation of the bill.
J) Delayed payment surcharge :- The monthly charges as calculated above together with other charges and surcharges on account of delayed payments, If payment is not made within the due date, delayed payment surcharge shall be charged for every day delay at 2 (two) percent per month on the amount remaining unpaid (excluding arrears on account of delayed payment surcharge).
11. POWER INTENSIVE INDUSTRY :-This tariff is applicable to industries, where power is substantially utilised as raw material involving electro - chemical or electro-metallurgical processes, having a contract demand of and above 2000 KVA.
The bill of a consumer would be calculated by summation of the charges mentioned below as and where applicable.
A) Demand charges :- The monthly demand charges shall be at Rs 200/- per KVA of maximum demand or 80% of the contract demand which ever is higher.
B) Energy charges :-. The monthly energy charges, for all units consumed except colony consumption, as mentioned under large industry shall be at the following rates.
i) For supply at EHT - Same as under Large Industry. ii) For supply at HT - Same as under Large Industry.
C) Incentive for Higher Consumption : - Same as for General Purpose.
D) Colony consumption :- Same as for Large Industry
E) Power Factor Incentive:- Same as for Large Industry
F) Power factor penalty :- . Same as for Large Industry
G) Penalty for overdrawal :- Same as for Large Industry
H) Customer charge :- The monthly customer charge would be as follows :-( Not applicable for Colony Consumption)
i) For supply at EHT Rs. 700 per consumer per month. ii) For supply at HT Rs. 250 per consumer per month
I ) Rebate :-Same as for Large Industry
J) Delayed payment surcharge :- Same as for Large Industry
12. HEAVY INDUSTRY:-This tariff shall be applicable to Industries with a contract demand of 25000 kVA and above supplied at EHT, where power is substantially utilised as a motive force.
The bill of a consumer would be calculated by summation of the charges mentioned below as and where applicable.
A) Demand charges :- The monthly demand charges shall be at Rs 200/- per KVA of maximum demand or 80% of the contract demand which ever is higher.
B) Energy charges :- The monthly energy charges, except for colony consumption as
mentioned under large industry :
Same as B(iii) under large industry
C) Incentive for Higher Consumption : Same as for Large Industry
D) Colony consumption :- Same as for Large Industry
E) Power Factor Incentive:- Same as for Large Industry
F) Power factor penalty :-.Same as for Large Industry
G) Penalty for overdrawal :-Same as for Large Industry
H) Customer charge :- The monthly customer charge would be Rs.700 per consumer per month.
(Not applicable for Colony Consumption)
I) Rebate :- Same as for Large Industry
J) Delayed payment surcharge :- Same as for Large Industry
13. RAILWAY TRACTION:- This tariff shall be applicable for supply of power to railway traction at single point of supply at EHT/HT.
The bill of a consumer would be calculated by summation of the charges incentives mentioned below, as and where applicable.
A) Demand charges :- The monthly demand charges shall be at Rs 200/- per KVA of maximum demand or 80% of the contract demand which ever is higher.

ii) For supply at HT : Same as B(ii) under large industry
C) Incentive for Higher Consumption : Same as for Large Industry.
D) Power Factor Incentive :- Same as for Large Industry.
E) Power factor penalty :- Same as for Large Industry.
F) Penalty for overdrawal :- Same as for large industry.
G) Customer charge:- The monthly customer charge would be as follows:-
i) For supply at EHT, Rs 700 per consumer per month.
. ii) For supply at HT, Rs 250 per consumer per month.
H) Rebate :- Same as for Large Industry.
I) Delayed payment surcharge :- Same as for Large Industry.
14. MINI STEEL PLANT:-This tariff shall be applicable for supply of power at EHT/HT to steel manufacturing units licensed to operate as mini Steel Plant with contract demand of 4444 KVA and above where power is ordinarily utilised in Induction or Arc Furnaces.
The bill of a consumer would be calculated by summation of the charges mentioned below as and where applicable.
A) Demand charges :- The monthly demand charges shall be at Rs 200/- per KVA of maximum demand or 80% of the contract demand whichever is higher.
B) Energy charges :- The monthly energy charges, for all units consumed except colony consumption as mentioned) under Large Industry, shall be at the following rates .
(i) For supply at EHT. Same as for Large Industry para B (iii)
(ii) For supply at HT. Same as for Large Industry para B (ii)
C) Incentive for Higher Consumption : Same as for Large Industry.
D) Colony consumption :- Same as for Large Industry
E) Power Factor Incentive :- Same as for Large Industry
F) Power factor penalty :- Same as for Large Industry
G) Penalty for overdrawal :- Same as for Large Industry
H) Customer charge :- The monthly customer charge would be as follows :- (Not applicable for Colony Consumption)
i) For supply at EHT, Rs. 700 per consumer per month.
ii) For supply HT, Rs. 250 per consumer per month.
I) Rebate:- Same as for Large Industry
J) Delayed payment surcharge :- Same as for Large Industry
15. EMERGENCY POWER SUPPLY TO CAPTIVE POWER PLANTS (C.P.P):- This tariff rate shall be applicable to supply for emergency assistance to the Captive power Plants in the state for start-up of units or to meet their essential auxiliary and survival requirement in the event of the failure of the C.P.P . The bill of a consumer would be calculated by summation of the charges mentioned below as and where applicable.
A) Energy charges :- The monthly energy charges shall be paise 380 per Kwh on the units consumed.
B) Power Factor Incentive :- Same as for Large Industry
C) Power factor penalty :- Same as for Large Industry
D) Customer charge :- The monthly customer charge would be Rs. 700 per consumer per month.
E) Rebate:-. Same as for Large Industry
F) Delayed payment surcharge :- Same as for Large Industry
16. DIRECT CURRENT SERVICES: This tariff shall be applicable for Direct Current (D.C) power supplied to domestic, commercial and small industry categories of consumers.
A) Domestic :- The monthly charges shall be calculated at the rate as applicable to A.C as mentioned under Domestic category along with other terms and conditions as mentioned therein.
B) Commercial : The monthly charges shall be calculated at the rate as applicable to A.C. as mentioned under Commercial category along with other terms and conditions as mentioned therein.
C) Small Industry :- The monthly charges shall be calculated at the rate as applicable to A.C as mentioned under small industry category along with other terms and conditions as mentioned therein.
17. SPECIAL TARIFF FOR INDUSTRIES WITH CONTRACT DEMAND OF 100 MVA AND ABOVE:- Industries with contract demand of 100MVA and above and maintaining a guaranteed monthly load factor of 80% will not pay monthly demand charge and shall pay only a consolidated energy charge at a rate of paise 200 per Kwh. In case the maximum demand exceeds the contracted capacity, demand charge as applicable to the relevant consumer category will be payable only on the maximum demand in excess of the contract demand.
18. MISCELLANEOUS CHARGES : Charges, other than and in addition to the charges mentioned in the tariff schedule shall be leviable for the purpose and in the manner specified below:-

A) New connection charges for LT :- For new service connections upto and including 3 kw load, there will be a flat charge of Rs 500 per consumer. The existing practice of preparation of estimate and payment of charge based on the estimated amount shall continue without any change for connections above 3 kw load.
D) Fuel Surcharge Adjustment Formula :- Fuel surcharge adjustment charges as calculated under the formula, prescribed by OERC for Distribution Licensees shall continue, from all consumers.
E) Rounding off a consumer's billed amount to nearest rupee :-Rounding off a consumer's billed amount shall be done to the nearest rupee.
The money actually collected should be receipted and accounted for.
F) Temporary connection charges:- The tariff for the period of temporary connection shall be at the rate applicable to the relevant consumer category.
G) Metering on L.T. side of Consumer's Transformer :- When metering is done at LT side of consumer's transformer, the computed transformer losses shall be added to the reading of the meter both for energy and for demand to arrive at the energy and demand for billing purposes in the following manner as and where applicable:-

(i) Energy loss in transformer (kWh per month) = (730/100) × KVA rating of transformer.
Energy for billing purposes = Recorded energy + Energy loss in transformer
(ii) Loss in demand = One percent of the rating of transformer in KVA.
Maximum Demand for billing purposes = (Recorded maximum demand in KVA) + (0.01 × KVA rating of transformer).
